Kinda drunk right now, I have an idea for filling physician quotas in rural backwater regions. Here's the backstory
>be hypothetical non-authoritarian developed country
>ideally have an ok medical system, doctors in your country aren't emigrating in droves (highly idealistic)
>not even gonna discuss rural immigration since this assumes like any developed modern state the countryside is moving to the big cities (or city in bad cases) and since you're not authoritarian you can't restrict the free movement of people
>all the old people in villages and towns need doctors
>what do you do
Let's say you offer contracts where physicians and other medical professionals have to work in a certain place for a limited amount of time, that they can choose. I'm gonna be really optimistic and assume the state salary isn't shit. Regardless, those guys are exempt from most (all?) taxes during their tenure as a major incentive to actually work there. In exchange they can't quit, they must work there until the term expires and if they are injured/incapacitated they have medical leave and a temporary replacement. I think it's a good idea, especially if people from rural places send their children to make it big in the cities and then leave them there for years while they work their asses off, separated from family. If too many people compete for a place it gets assigned to the person with the highest grades who applied. Not sure if this is the right board but whatever. Thoughts?
