I'm aware of the shortcomings of the scientific method in regards to the subjectivity and unreliability of observation, but I don't think that's what we're talking about here.
I think Feynman here is talking more about fields which make claims with no basis - like social science or homeopathy, which could be argued for probably the majority of psychology but even then there are somewhat empirical tests for some topics in that.
