Lab manual says to use an oil bath for this, not a bunsen burner but is that really necessary, especially for distillation where it's not open to the air?

Technically speaking, as long as the vapor doesn't come into contact with the flame then there would be no fire, that's correct. But these things are assessed by a sort of risk matrix. If a piece of glassware were to fail (sometimes overtighten a clamp, or bump into it is enough to cause a failure, believe me I've seen it before) then the hazard could be very high even for what seems like a small amount of flammable material. Switching to a flameless heater dramatically mitigates the risk without much expense
