They laugh because laughing is part of submissive behavior. They act stupid on purpose because being smart means competing against others. Few women have interest in openly challenging anyone, most importantly challenging men, because such behavior was brutally punished in earlier societies. Whether or not women today behave this way because it's a sociocultural artifact or because of evolutionary reasons, I won't debate. But most women aren't stupid. Their behavior is very calculated and they're incredibly aware of social cues and nuances.
