What you need to form life is a collection of elements capable of forming extremely complex combinations (in carbon these are proteins), and their variety and manufacturability is the root of life.
Silicon can do that, but it never did on Earth, at least naturally. Carbon happened to be compatible with water and that made it work.
There needs to be a similar liquid for silicon, and it may be at completely different temperature and pressure ranges.
