Your premise is not entirely off the mark, while I don't allowing these types of living spaces to become filled with violence/crime is a guarantee with the right safeguards, the general idea would indeed be encouraging people to participate in the work force part time for a better, more comfortable, less boring, private, quality of life.
The key difference I think for this idealized society is that it would be world dominate.
Instead of having millions in underdeveloped nations starve, go without shelter, or receiving proper education, they would at least be getting what they need to ensure survival.
The cost of this, is of course, the maximum income preventing the abuse of labor by CEO's to make millions, but overall the general goal of such a program would be to raise the absolute "floor of humanity" as it were.
