Since it's inserted by hand it can't be a real time display of the votes because they need to be received from official sources in batches and then inserted manually on the website, again in batches.
This means that it's very likely that the guy received the information already packed together by candidate.
You keep treating that website as if it were a unorderly raw stream of data from the counting stations all around the country
