They're meaningless redundant terms. Just be specific and say "dopamine upregulation/downregulation".

The brain is always trying to equalize things, so the more you escalate the agonization of some receptor or release of some neurotransmitter, the more of it you'll need to receive the same effect (upregulation). And the inverse is also true. That's the only principle you need to care about.

The things that are suggested ( meditation, exercise,reading) probably do benefit your health, but the idea of a "dopamine detox" is pseudoscience.
