Why the one way speed of light is unknowable

If we assume that the speed of light (2 way) = is the closest approximation of time itself that we have since it is the fastest moving most consistent thing. The 1 way speed of light is like trying to find out what is the nature of time. We would never be able to figure this out because we are trapped in time.
If Speed = d/t
Time = c (2 way), because it is what we are constrained by.
So then the C (1 way) is unknowable because we would have to isolate time itself to find it. Its like being in a vaccum of space with no reference point and trying to find out which direction you are pointing in or asking a 2 dimensional being which way is up and down. Veritasium is basically asking us to find a reference point outside of time itself.
Anyone have any thoughts on this? I may be wrong but I only can think of it this way. Isn't a planck second constrained by the speed of light as well?
