Because the US and the USSR did not like the idea of their adversary doing it. That is the true and complete answer to the question. Full stop. The US and the USSR wanted to hold the other accountable and found this contrary to that. It is a good idea to put it in the ocean - but it has never been seriously studied or considered because the big boys did not want it. At this point, people say we don't do it because if it was a good idea we would have done it in the past, surely someone smart would have figured it out by now. The truth is, it's a political decision.
