I think his theory is likely crankery but everyone fucking posts this on /sci/ all the time and it's completely wrong. It's not what he's trying to do at all; he explicitly rejects it. He says there is no search for a rule because it doesn't even make sense to think of it that way; he claims the special and general theories of relativity apply to all of reality, including even the ostensible rules that are executed.
This video is literally 4 and a half hours long and I doubt anyone will watch it, but if you want to understand the claims you honestly need to watch it start to finish. No matter how you feel about his personality or theory, it's an interesting watch:
