The Flynn effect is a hoax. The increases in IQ over the past 70 years can easily be explained by decreases in blood lead levels. Humanity's IQ has been increasing, but not from supposed "nutrition", we've just been undoing the past 150 years of dumping neurotoxins into the environment. Now humanity's IQ is dropping due to plastics.

They're talking about modern institutions allowing reproduction of low IQ people. Previously in Europe there was a strong survival gradient from poor to rich, where the wealthy and educated were reproducing and surviving much more than the rest of the populace. The environment is, for the question of genetic fitness, far simpler. To breed literally all you need is to stay alive long enough to breed. That's it. Well that and get laid, but that's a separate issue. And now more than ever staying alive long enough to procreate is easier than it has ever been before.
