It is a vestigial eye. Other animals have it close to the outside of the head, so it is easy to see out of.
In humans it is mostly in the dark so most people don't notice.
Also it's field of view is spherical, so it is wierd to orientate it's location in relation to the other eyes.
Move a flashlight around your head in otherwise pitch black.
Find out if you can see anything behind your head.
I can make out the outline of my hand.
