The part in the brain in charge of long term planning is literally underdeveloped at the age of 18, making people that age act more brash and more short sighted, that's why car insurance starts dropping only once you hit your mid 20s.
There's also being forced to go to high school vs willingly going to college, now you're actually studying something you want, for a goal you strive towards.
I was a shit student in high school, went to the army for 3 years, spent 3 more years basically improving HS scores and my country's equivalent to an SAT and started studying mathematics in a good uni only at 24 years old.
Compulsory education needs to be reformed somehow, but I can't say I have a good idea how.
