falling wheels don't fall over for basically the same reason objects don't immediately fall out of orbit; by the time the part of the wheel that is toppling has started to topple, it's already touching the ground, and a different part of the wheel is starting to topple. the slower the bike is moving, the more pronounced the "falling" effect is, the more effort is required to keep balanced.
