Well, the minimal dimension is 1. You just make one long vector of 1 billion elements. The maximal dimension would be 18, with 9 of the axis being of length 2 and the other 9 being of length 5. I'm not sure I understand the question.

I want to make some game design for my game and I want 1 billion combinations of diferent elements.

Oh, I've re-read your question. You want it to have Y "dimension" axis, were all are of length X. You could make it a cube, with Y = 3 and X = 1000. So 3 axis with 1000 elements per axis. Or 9 axis with 10 elements per axis. So like, if you have 9 attributes per item, and 10 possible values for each attribute, that gives you 1 billion possible items. Or you could have 3 attributes with 1000 values per each attribute.
