The Trump administration is making H1Bs more difficult to use and less attractive by requiring higher levels of pay, eliminating body shopping, and prohibiting the practice of making workers training H1B replacements. All of that reduces the viability and attractiveness of H1B visas. Also note that the number of H1B visas are set by Congress. The president can only change things about eligibility.
