how do you calculate the pressure acting on the walls horizontally? I understand the example with water pressure pushing down, its the height of the water you have in feet divided by the pressure per foot, but wouldn't you have the entire ocean pressing in from the sides?

No that can't be right... maybe the water only exerts a portion of its pressure sideways and the rest of its pressure wants to go up or down, I wish I had a diagram for this.

This is the equation for lateral hydrostatic pressure. It's just dependent on depth in the fluid, surface pressure, gravitational acceleration, and density of the liquid.

It will be a relatively simple hydrostatic calculation for the most part, plus the addition of stress caused by the fluid flow. They probably calculated a worse case scenario for that.

Look at it this way - if you pour water into a cup, why does the water spread out to fill the cup instead of remaining in a column? Each particle in a liquid is pushed on all sides by the other particles, and, unlike in a solid, is not bound to the others in a way that prevents it from moving. Metal makes sound when it's allowed to vibrate. When metal is under lots of stress, it doesn't tend to vibrate the same. Banging on the sides would produce a very uninteresting sound.
