Why do propellers have a high pitch that flattens out at the tip?

The outside of the prop moves at a higher speed than the inside, and the inside is the part with the aggressive pitch. And the tip a flatter pitch. A higher pitch produces more stall at lower speeds... so why are props like this and not a low pitch at the center and aggressive pitch at the tip? How would a prop with low center pitch but high tip pitch perform?
