That would definitely be an extremely dystopian and frightening form of biological warfare and terrorism. Such a thing could be feasible within the next 50 years, maybe.
And maybe places like China will make a "eu"genic version and spread it around and have it only work if there's ethnic Han DNA indicators, and maybe stockpile a "dys"genic weapon that only works if there are no Han DNA indicators.
Maybe not though, because like in WWI you're just asking for crazy levels of (perhaps literally) inhuman escalation and everyone and everything will just be fucked so maybe it'll be controlled like nukes
