Men would not have developed the desire as long as breasts were temporary, so permanent female breasts must have developed first. Permanent breasts also do not help with reproduction.
the question is why do women have PERMANENT breasts, unlike other mammals. The answer, given in the last boobies thread, is that breasts are a means of social manipulation. If breasts are permanent, then men can not use them as an indicator of current fertility, and so women can play the social game and keep more orbiters. this leads to greater success of the women with permanent breasts, and the men just have to put up with it until they kneel and evolve a liking for milk sacks
