Here's an idea:
Here is a list of people at risk: children, elderly, people with pre-existing conditions.
Here is a new law: Your employer nor any other organization can force you to leave your house. If you are at risk, you may quarantine as long as needed.

And that's it. People not at risk and who don't care would go out and be part of the economy. Those who are at risk or perceive a greater danger could quarantine as much as needed. No economy destroyed. No citizens harmed by the state.

Even if you say "but what if the virus had been more deadly!" then that's simple. That is just uncertainty and therefore a high proportion of people would have chosen to quarantine at the beginning. But as the months went by more and more people would feel it was okay to go out and start participating in the economy.
