If light slows down when it enters a medium such as water or glass, to create the affect in pic related, then when it leaves, how does it speed up again without breaking the law of conservation of momentum?

It does not "slow down" it just keeps on bumping on the electrons over and over and giving the impression that it slowed down.
Once it escaped, it's back to its original speed

Its getting absorbed and re-emitted I believe. The tiny extra amount of time that takes is what causes the perceived delay.
