Don't bother trying to go through the whole thing, it's massive, just read the sections you think will be relevant. From there just read journal articles. Neuroscience is a relatively new and very rapidly evolving field so lots of essential information is only in papers and hasn't been consolidated into textbooks yet. Especially for neural engineering.
