In light of the approaching spoopy season I have come here to ask a question to you, my good people.

Is the paranormal something that can be measured? Is there any way to work a theory from the ground up that accurately predicts the unexplained paranormal fenomena like out of body experiences or children telling tales of a past life not so long forgotten?
