For a long while, the Chinese traditionally used a decimal time system. Other than that, I think only the French have actually taken a stab at it. In the case of France, the system they proposed was 10 hours per day, 100 minutes per hour, and 100 seconds per minute. Needless to say, it didn't catch on.
