I would say net unclamp, though in a given window it may have not panned out and simply put clamp on top of clamp, until the whole structure had become "tightly coiled". ie, thoroughly clamped, and paralyzed from the sheer number of compounding clamp forces.
Balance, sunk costs, deferred costs, and so forth.
