Virus genetics are too unstable to provide a true phylogeny, but I don't see how bacteriophages would come before bacteria. And true life was probably in the form of proteid microspheres on the surface of lava. These things are spontaneously generated from amino acids and have many features of living cells, even replication and selective substance inclusion/rejection.
