(1) Vice President
(2) Speaker of House of Representatives
(3) President Pro Tempore of the Senate
(4...) A list of cabinet members in order of seniority of the departments. But there might be some quibbling about the various unconfirmed "acting department heads" currently in office.
Though legal scholars have had some doubts about the constitutionality of using the House and Senate heads in this process, and I suspect the Republicans would file suits against Nancy Pelosi taking office this way.
