>>12182149It's a problem somewhat inherent to rockets, by necessity they need to have low dry mass, this means that the structure of the rocket is very light and can be prone to being damaged by aerodynamic stresses and it also means you can't really put large aero-surfaces on them like an aircraft, especially not something like Falcon which then has to return to the ground the opposite way it left.
This doesn't lend itself well to dealing with gusts of wind, because it's very difficult for the vehicle to easily correct it's course on the way up. The margin for error is quite slim especially with the vehicle having to conserve propellant for propulsive landing.
