Children are much more aware of themselves and surroundings than you seem to give them credit for. They may not have the knowledge yet, but they do figure out how things work. And not holding people accountable for their actions at a young age will lead to adults whom expect to not be held accountable for their actions.
Even the implication that there's some 'magic age' where it all just clicks is false, everyone is different and all factors change how any given person develops. Their environment, genes, gender, peers, etc..
