when you're driving, the mountain in the distance doesn't move hardly at all over the course of just a few minutes. now imagine that mountain is 10^5 times further away. You'd have to travel a long time to observe any change.
but we do observe this change anyways so I'm not exactly sure what you mean. stars that are along our direction of travel won't change position nearly as quickly, so they can appear to be fixed for a much longer time. same with ones that are further away
