This paper has been cited by NASA and others in an attempt to support the notion that it brings in $3-20 for every dollar spent. Yet it states in the paper that the 15 companies analyzed only brought in $1.5 bil compared to the 3.7 spent on life sciences alone.

Do you really think the small companies not in those 15 questioned make up for the rest of the cost and then some?

Yet the community continually cites it as evidence that for every dollar spent, NASA somehow brings it in significantly more.

The economic analysis I attached seems sound--the claims attached to it are not.

Better yet, I've yet to find any detailed explanation as to how NASA injects even $2.4 in the economy for every $1 invested, let alone $7, $12, or $22. They'll claim it or even say a specific computation was run without actually saying what they inputted or how it exactly was calculated.

It's hard to do any economic analysis when you don't have any way to pin down a counterfactual. I can't think of a natural experiment you could run and that's probably why there's so little quality research on this. It's an interesting question but the truth is that we just don't know. I don't think it's unreasonable to guesstimate the returns of space exploration as being higher than the cost of space travel given how relatively cheap it is though.

The people's interest in science is secondary and subordinate to their interest in technology. As a consequence, it IS about money because research implies some monetary cost, such as for the whole experimental apparatus. The biggest price, however, is TIME(which also influences the first cost too, since researchers need to get paid as well and there's not many great researchers going around on Earth). With that in mind,try telling your project manager that, in X amount of YEARS (because that's how long it will take at the very least), you don't have any new way to make a product better.

That's the point of publicly funded space agencies. A company whose time horizon is the next quarter or the next year won't invest in things that pay off after decades. Public agencies are usually unprofitable on balance sheets but return tremendous positive externalities to society. People who obsess over accounting costs without considering social benefits are missing the point.
