normally I check they have the plasmid on addgene. If so, just order it.
Doesn't look like they have it, so next is to find out if anyone's published making a hppd plasmid, request from them, hope they aren't asswipes who end up not sending it to you.
If you're unsure, you can clone it however you want.
If building from scratch, you can order the hppd insert (assuming its not big) from like IDT ( with the restriction sites attached if you're doing restriction cloning), just PCR that biatch up. You'll need a donor vector obviously, so just order an empty one of your choice from addgene or get it from someone.
Restriction digest is oldschool easy. gibson assembly is newschool and easier. use gibson if you don't have to use restriction enzymes (we have so many goddamn enzymes I just clone that way)
