That's one of the many issues with most anime. Especially the female characters, probably from most writers being men, but a lot of the male characters too.
Fiction TV/movie writing is one of the areas where it's genuinely warranted to get some diversity on the writing staff. (Imagine a show with 100% female writing staff and a bunch of male characters.)
