For objects to appear frozen in time like depicted, or move significantly slower - you have to match the same or at least some percentage of their velocity.This is in regards to moving linearly.
But the lightning's travel speed is slow in all directions. Meaning at the very least to make it appear frozen, they have to of been moving 100x faster than the lightning itself.
As it wasn't completely frozen, just slowed - they still must have been some percentage higher.
30x, 50x, 80x faster?
