Skin color has 0 direct correlation to brain power, this is obvious. It does have a correlation to ethnicity, however, and as it's turned out this has some serious effects.
Consider a sheep. You can breed sheep to have the finest coat, but there's no amount of selective breeding that will allow them to shit out precious minerals.
Similarly, in the 6000 years of "modern" human civilization, the Chinese and Europeans have had the opportunity to tend towards intelligence, whereas all other cultures were still tending towards physical ability. One would expect for all races to be eventually combined into a singular gene pool over the next few millenia, as globalization inevitably results in. But consider that in the year 2000 the tables are turned - the smartest people don't have kids, whereas the dumb are able to breed like rats with all this food. Hardly anyone dies, too. Selection is heading towards lower intelligence, in my opinion, and that large gene pool will be filled with midwit sheep. The only saving grace is that there will always be outliers, so smart people will always exist.
