This statement doesn't make any sense. The water was there already, and it ebbs and flows into the various channels where it can, in its various types (sea water, fresh water, brackish perhaps, and so on).

Taken by itself, the statement makes it sound as if there is a great bowl at the top, disconnected from everything else, which pours into the Amazon, which thence pours into the world's oceans, but only provides 20% of the water which flows there, as if one could estimate such things. It's a manifestly absurd statement.

Water scarcity is mostly because of cost of transporting it. How would you "save" all the water that the Amazon spews out? You can't just magically take it and dump it over the Sahara. It is easier and cheaper to let it flow into the ocean, and desalinate it wherever it is needed.

The soil is absolute trash.
In big forests all the minerals and nutrients are tied up in the fuck huge trees that define the biome.
Ancient indigenous civilizations in the area figured out some way to amend the soil and make it super fertile, even to this day, but how they did it is still a mystery.
Instead they just dump petrochemicals and fertilizer on it until it's barely adequate to grow trash monocrops for export.
