It's just water vapor condensing in the air next to the tree. That happens during sun showers because the sun can heat up surfaces to the point that the humidity of the air changes drastically as it moves over, then away from the surface.

the temperature of the air is irrelevant compared to the temperature of the water
a photon from the sun can pass through 1 degree air, hit a water droplet, and heat it up and cause it to evaporate.
if you notice in the video, the water moisture on the shaded side of the tree doesn't evaporate because it's not being hit by photons.

similarly, you can feel warmer on a sunny day than on a cloudy day even if the cloudy day has a warmer air temperature.
