Air conditioners don't "cool the air", they take cold air from outside and bring it into your house. To cool the outside, you'd have to take the cold air from.... Well, there's nowhere to take it from. So you can't cool the outdoors.
You could try to use regular fans, but those still take electricity, which is generated at coal plants, which once again heats the earth. Also, however many fans you can set up will have a minimal difference on the temperature of the overall air. You can only put them on the Earth's surface, but the atmosphere is a lot larger. The impact won't be sizable enough to be worth it.
