They move elsewhere if they cannot get a STEM job in their home country. They end up working jobs unrelated to their degree in their own country if they cannot get out.

STEM graduates do not create business for the most part so the lack of STEM related infrastructure and research is not correlated to number of graduates.

That statistic is meaningless unless you account for nursing degrees etc which are equivalent to trade school diplomas in some countries.
