Why does the frontal lobe develop at such a later period in life than the rest of the brain?

Because it needs huge support to work correctly, and it only develops in a long process. It's working memory and it needs amygdala's & hippocampal data delivered trough basal ganglia, to work correctly... Otherwise you would have nothing to work with in your working memory probably. Therefore you need something that would in rat's be called conditioned stimuly, but however we live on neurons and position of patterns is also conditional.

They didn't, it's impossible for some lunies with a mediocre flight experience on a shitty cessna to pilot a 757/767 without the auto-pilot, especially if you gotta do near-surface maneuvers like on the penthagon one.
