Transmission through the eye is below 5%, and may even be below 1-2%. So it's a possibility, but it's pretty clear that the respiratory tract (nose and mouth) is the primary pathway for infection.

Nor will I disagree that respirators and goggles would be even better, but there's still the issue of compliance, plus supply shortages.
