None of that leads to tv shows about aliens that are really about race relations on Earth. Find a way to make compelling sci-fi in the oceans and interest will increase. About once a decade a good sci-fi ocean movie or tv show comes along but that's about it.

Ever hear of Seaquest or Jacques Cousteau? The ocean used have way more exposure. Now the zogs want us to focus on their useless space programs instead of our own planet because it's more "financially promising".

SeaQuest DSV quickly turned into "how can we incorporate outer space into this episode". Then there were the MechaTeens episode which like so many episodes of the show, had pretty much nothing to do with the show. The writers obviously wanted to do Star Trek so they kept adopting space tropes into the ocean.
It's possible to write good ocean sci-fi but it only happens about once a decade.

What I feel people are missing is that the ocean is part of international waters, which means that you don't have to buy it from anyone.
If you find a resource there, you're allowed to exploit it without getting taxed I think.
If this is true, but I need to read up on this, I would assume that this century will see massive wealth made in the ocean.
