If China decides tomorrow that they're going to go land a rocket with crew on the Moon and claim 5,000 km^2 to themselves; the rest of the world can't do a damn thing about it on the Moon. They can attempt to enforce it on the ground with sanctions, but that won't work because the entire planet depends heavily on Chinese manufacturing, which leads them to holding a lot of cards at the negotiation table.
The only alternative is a world war, which nobody wants to do with a company that has nukes. Which means, space policing is a dumb idea on another celestial body. For any first world nation to be able to enforce property claims beyond Earth, they need a space infrastructure 100x bigger and 1,000x cheaper than what SpaceX wants to project.
