I think what's more accurate is that some people haven't realized full use of their mind, though most people do around puberty. So some people while they do have thoughts of course, never really "grab the reins" and sit in control of their mind, they just kind of float along experiencing, like a child. I think it's probably around puberty where most people learn to "grab the reins", at least I think I did in my early teens. But some people never really figure it out, and might even just experience through until their 20s before they realize that they can actually sit in the driver's seat and form complex thought and long term planning, which feels like inner monologue, vs just casual experience which isn't very internally verbal.
