The real reason for this is that there is no longer an upward pressure on intelligence in the west. In the past white intelligence was almost certainly outright higher than any other race's average abilities. Now there is almost nothing providing any pressure on increasing intelligence, but also low IQ individuals are outbreeding high IQ individuals.
