This is just a strawman they use to cheese debates and trivialize the motives of their opposition.
Most leftists believe that race doesn't even exist.
They see "racism" as something predicated on the delusion that race exists.
This would be analogous to how an atheist can believe religious sectarianism exists, even if they don't believe Gods exist.
This is also why the:

It requires more sophisticated counterarguments if you want to seriously challenge them.
The leftist caricature of a "racist", is mostly mythology.
The only people who actually fit that caricature in significant numbers are ironically niggers (they'll say this isn't racism because power, privilege, etc).
When leftists tell me what a racist is in the abstract, and why it's bad, it's usually some combination of:
Judging individuals on the basis of statistical trends (ironic given that they claim to oppose individualism).
Aggressive hatred towards people perceived to be of other races.
Etc.
When leftists accuse real people of being "racists" however, they are usually some combination of:
Worldview in which there is some association between biology and culture, most often a bidirectional one.
Defensive aversion to large populations of certain ethnic origins based on common cultures these groups tend to generate.
Defensive aversion to large scale mixing of divergent cultures in general, regardless of biology.
Colorblindness, because equal system with unequal initial conditions is oppression
Etc.
The game they play seems to mostly be a conflation between statements like:
More black people are Y (acknowledging statistical differences)
and:
Black people are more Y (judging individuals based on statistical differences)
then extrapolating from here.
