I've read that about 180k have died in the USA due to COVID-19 pandemic and that's because of how badly the response to it was... but how many people were supposed to die if the response was "correct"? 145k? 0? How do they even measure what the appropriate number of deaths is? There's so many factors to consider, such as individual state response, awareness, supply chain and logistics, etc.
