Theoretically, how hard would it be to develop a cubesat or small, compact rover to land on the surface of Io and send back standard-quality pictures? Alternatively, Europa, Enceladus, Titan, or any other moon between the two gas giants. Could it be done on a cubesat budget, i.e. ~10-30k? It only needs to take pictures of the surface view.
